0003 is rounded to 0 because it is less than 5. When rounding a number, if the digit to the right of the rounding position is 5 or greater, the rounding position increases by 1. If the digit is less than 5, the rounding position remains the same. In this case, 3 is less than 5, so 0003 is rounded down to 0. **
